Industrial Safety Services Provided to the Shell Upgrader Turnaround

While United Safety completes over 55 turnarounds a year, the chance to video record our operations during a turnaround is rare because of client company policies.  During the Shell Scotford Upgrader turnaround of 2006, Shell graciously allowed us to video our personnel in action.

United Safety supplied a wide range of highly trained and motivated team members providing safety consulting, safety training, and expertise in the areas of respiratory protection, gas detection, high angle/confined space rescue, confined space entry watch, fire/spark watch, safety supervision, and project safety coordination.

The following is a video summary of the project, the largest industrial turnaround in Canadian history, with over 3000 contractors on site at its peak.

USL was contracted to supply and maintain all breathing apparatus, breathing air systems and gas monitoring equipment for contract personnel working on the turnaround

This included training, as well as fit testing, Project safety supervision, bottle watches, and area monitoring personnel.

We also serviced contractor safety equipment and supplied fall arrest equipment

Using unused lay down yard, United Safety set up an onsite maintenance and distribution compound with facilities for specialized tasks

Equipment runners were used to deliver and pick up equipment as required

SCBA Packs (United Safety supplied and serviced 220 SCBA packs)

Each time equipment was used it was

  • Torn down and inspected
  • Air cylinders inspected and refilled using United’s Air Cascade Electric Compressor Revolve Air refill system
  • Masks were separated into parts, then cleaned using our automated mask cleaning and drying units
  • Clean dry masks were then brought to the quality control trailer to be re-assembled and tested, every mask was checked using a posi-check computerized testing system
  • Masks were then mated to a frame, cylinder and harness, and then delivered back to workers in the field
  • In all United Safety supplied 220 SCBA packs

Supplied Air Systems (United Safety supplied and serviced 320 SABA packs)

  • United Safety strategically located as many as 35 breathing air trailers throughout the process areas
  • The air trailers were designed to be re-filled at the job site while workers are under air, eliminating any down time
  • 3 bulkers were assigned to the turnaround to refill air trailers

Gas Detectors (United Safety supplied and serviced 112 gas detectors)

  • Each monitor was charged, bump tested and calibrated before use in the field
  • United Safety personnel provided instruction in detector use to contractors throughout the turnaround
  • The equipment runner system ensured that each detector was returned regularly for inspection and servicing

Training and Safety Personnel

  • Training for contractors was developed in conjunction with Shell’s safety personnel
  • All bottle watch personnel maintained in/out logs and equipment logs, as well as identifying personnel, equipment and locations for everyone working under air
  • Pre job meetings  were held and documented before any job requiring air

  • Allowed contractors to focus on their core tasks, knowing that all aspects of safety were taken care of
  • United Safety had up to 90 personnel on site
